நாடு வேகமாக முன்னேற அதிக அளவில் பெண்களும், இளைஞர்களும் பாராளுமன்ற, சட்டசபை உறுப்பினர்களாக ஆகவேண்டும்-Country will surge ahead fast only if we have more women & youth as lawmakers

அதிக அளவில் பெண்களும், இளைஞர்களும் பாராளுமன்ற, சட்டசபை உறுப்பினர்களாக  ஆனால் மட்டுமே நம் நாடு வேகமாக முன்னேறும்.

     இப்போது, மத்திய பிரதேச இளைஞர்களின் பெரும் ஆரவாரக் குரலை நான் கேட்கின்றேன், இதே ஆரவாரக் குரல்களை நவம்பர் 25ந் தேதியிலும் நான் கேட்க விரும்புகிறேன். பா.ஜ.கவும் இதைக் கேட்க வேண்டும் . இந்த இளைஞர்கள் சில கேள்விகள் கேட்க விரும்புகிறார்கள் . ‘எப்போது மத்திய பிரதேசத்திலுள்ள இளைஞர்களுக்கு வேலை கிடைக்கும்? சிந்தியா  அவர்கள் இங்கே பா.ஜ.க அரசு நிறைய புரிந்துணர்வு ஒப்பந்தங்களை  கையெழுத்திட்டுள்ளதாகச் சொன்னார்.

      இங்கே ஒரு லட்சம் கோடி ரூபாய் மதிப்புள்ள புரிந்துணர்வு ஒப்பந்தங்களை கையெழுத்திட்ட பா.ஜ.க அரசால் நிறைவேற்றப்பட்டவற்றின் அளவு ஜீரோதான். ஒப்பந்தங்களில் கையெழுத்து போடுவது, ஆனால், அதன் பின்பு எதுவும் செய்யாமல் இருப்பது என்பதுதான் இந்த பா.ஜ.க அரசின் பழக்கமாக இருந்து வருகிறது . இந்த புரிந்துணர்வு ஒப்பந்தங்களால் இங்கே யாருக்கும் எந்த நன்மையும் கிடைக்கவில்லை. மேலும், இங்கு நன்றாக இயங்கிவந்த தொழிற்சாலைகள் கூட மூடப்பட்டுவிட்டன.

     அரசாங்கத்தில் இரு வகைகள் உள்ளன . வளர்ச்சி பற்றி ஒவ்வொரு அரசும் பேசும். நாமும் அவ்வாறு செய்கிறோம் . ஆனால் பிஜேபி அரசாங்கம் ஒரு முக்கியமான விஷயத்தைப் புரிந்துகொள்ளவில்லை. அதை அவர்கள் கவனித்தால் நல்லது . இந்த சாலைகள் சாதாரண சாலைகள் மற்றும் மேம்பாலங்கள் அல்ல . இவை ஏழைமக்களின், பெண்களின் சொத்து. வளர்ச்சியைப் பற்றி பா.ஜ.க பேசுகின்றது ஆனால் வளர்ச்சிக்கு மக்கள் அளித்த கடின உழைப்பு பற்றி பா.ஜ.க பேசவில்லை . மக்களின் பட்டினி மற்றும் இளைஞர்களுக்கான வேலைவாய்ப்பு பற்றி பா.ஜ.க பேசவில்லை.

      சாலைகளைப் பற்றி பா.ஜ.க பேசுகின்றது. நான் ஆவணங்களின் அடிப்படையில் உங்களுக்குத் தெரிவிக்கின்றேன்-தேசிய ஜனநாயக கூட்டணி ஐந்து ஆண்டுகளில் 2650 கி.மீ. சாலைகளைப் போட்டுள்ளபோது, காங்கிரஸ் தலைமையிலான ஐக்கிய முற்போக்கு கூட்டணி, கடந்த 5 ஆண்டுகளில் 9570 கி.மீ. சாலைகளைப் போட்டுள்ளது. ஆனால், நாம் சாலைகள் பற்றி மட்டும் பேசுவதில்லை. நாம் வளர்ச்சி குறித்து உறுதியாக இருக்கின்றோம், அதேநேரம், ஏழை மக்கள் மீது அக்கறை கொள்கின்றோம், அவர்களுக்கு வேலை கிடைக்காதிருக்கும்போது, அவர்கள் பசியால் வாடும்போது அக்கறை கொள்கின்றோம்.

       கடந்த பத்து ஆண்டுகளில் வளர்ச்சி குறித்த கருத்தை நாம் மாற்றியுள்ளோம். மக்களுக்கு உரிமைகளை வழங்கும் ஒரு செயல்முறையைத் தொடங்கியுள்ளோம் நாம். காங்கிரஸ் கட்சி வேலைக்கு உறுதி தந்ததால், அதன் விளைவாய் இப்போது கிராமப்புற ஏழைகள் பலகோடி பேர் வேலை பெற முடியும். ' இந்தியா ஒளிர்கிறது ' என வக்காலத்து வாங்கியவர்கள் இதை எப்பதும் புரிந்து கொள்ளமாட்டார்கள்.

    யார் உணவு பாதுகாப்புச் சட்டத்தை இயற்றியது? காங்கிரஸ்தான் உணவுக்கான உரிமையை  உங்களுக்கு கொடுத்தது. வரலாற்றில் முதல் முறையாக, நம் நாட்டில் எவரும் பசியில் வாழக்கூடாது என்பதை உறுதி செய்துள்ளோம் நாம். ஆனால் பா.ஜ. க அதை தடுக்க முயன்றனர். நாம்  ஏழைகளுக்காக எந்த நடவடிக்கையைத் தொடங்கினாலும் பா.ஜ.க ஒரு கேள்வியை எழுப்புகிறது.  அது- ‘பணம் எங்கே இருக்கிறது’ அல்லது ‘பணத்தை வீணடிக்கிறார்கள்’ எனக் குற்றம் சாட்டுவது. பா.ஜ.கவைப் பொறுத்தவரை ஏழை மக்களின் நன்மைக்காக வேலைசெய்வது என்பது  பண விரயம்.

     பா.ஜ.கத் தலைவர்கள் நாடு முழுதும் சுற்றி வந்து ஊழல் பற்றி உரக்க பேசகிறார்கள். ஆனால் மத்திய பிரதேசத்தில் என்ன நடக்கிறது? மத்திய பிரதேச மாநிலம் ஒரு ஊழல் பல்கலைக்கழகமாக விளங்குகிறது. பா.ஜ.க இந்த மாநிலத்தில் ஊழலின் பல்கலைக்கழகத்தைத் தொடங்கி இன்னமும் நடத்திக் கொண்டிருக்கின்றது.

     நாம் ‘நிலம் கையகப்படுத்துதல் மசோதாவை’ (பாராளுமன்றத்தில்) விவாதித்துக் கொண்டிருந்த போது, பா.ஜ.க அதைத் தடுக்க முயன்றது. ஆனால் ஏழை விவசாயிகளின் நிலங்களைப் பிடுங்கிய போது, பா.ஜ.க எதையும் கேட்டகவில்லை. பா.ஜ.க அரசு வலுக்கட்டாயமாக எவ்வித தடையுமில்லாமல்/தொந்தரவுமில்லாமல் ஏழை விவசாயிகள் மற்றும் ஆதிவாசிகளின்' நிலங்களைப் பறித்துக்கொண்டது. ஆனால் அப்படி வலுக்கட்டாயமாக பறிப்பதைத் தடுக்க நாம் புதிய சட்டம் ஒன்றைக் கொண்டு வந்துள்ளோம்.

    இப்போது யாரும் எளிதில் ஏழைகளின் நிலங்களைப் பறிக்க முடியாது. கையகப்படுத்தும் நிலத்திற்கு சந்தை விலையைவிட  4 மடங்கு விலையை ‘நிலம் கையகப்படுத்துதல் மசோதா’ உறுதி செய்துள்ளது. கையகப்படுத்தும் நிலத்திற்கு சொந்தக்காரர்கள், அவர்கள் தொழிலாளர்களாய் இருந்தாலும்கூட, இதனைப் பெற்றுப் பயனடைவார்கள். இப்படி செய்வதுதான் மக்களுடைய அரசாங்கம் என அழைக்கப்படும். இதுபோன்ற ஒரு அரசுதான் மத்திய பிரதேசத்திலும் அமைய வேண்டும் என்று நாம் விரும்புகிறோம்.

     அபிவிருத்தியைவிட மரியாதையைத்தான்    நான் உயர்வாகக் கருதுகிறேன் . மக்களை மதித்தல் , ஏழை மக்களை, ஒடுக்கப்பட்ட மக்களை மதிப்பதுதான் எனக்கு மிக முக்கியம் . ஆனால் இங்கேயுள்ள பிஜேபி அரசாங்கம் அதன் மக்களை மதிப்பதில்லை. மக்களை மதிக்காது நாம் வளர்ச்சியை அடைந்துவிட முடியாது. .

      சமீபத்தில், உங்களுடைய மாநிலத்தில் டாடியா என்னுமிடத்தில் நெரிசலில் சிக்கி மக்கள் உயிரிழந்த சோகச் சம்பவம் நடந்ததை நீங்கள் அறிவீர்கள் . நான் அங்கு போகிறேன். உங்கள் முதல்வர் அங்கு செல்லவில்லை . அது இப்போது பொருட்டல்ல. அதே இடத்தில் , 2006 ல் அதே போன்ற ஒரு சம்பவம் நடந்ததாய் எனக்குச் சொன்னார்கள் . இதற்கு என்ன அர்த்தம் என்றால் அரசாங்கம் 2006 ஆம் ஆண்டில் இறந்த மக்களை ஒரு பொருட்டாய் மதிக்கவில்லை, (அதுபோல) கடந்த ஞாயிறன்று இங்கே இறந்த மக்களையும் மதிக்க மாட்டார்கள் என்பதுதான்.

      சாதியை, சமயத்தை அல்லது மதத்தைத் தாண்டி  அதன் மக்களை மதிக்கவேண்டியது (ஒவ்வொரு) அரசாங்கத்தின் பொறுப்பு. மக்களின் குரல்கள் கேட்கப்படவேண்டும். நான் சாமானிய மக்களுக்காக அரசியலின் கதவுகள் திறக்கப்படவேண்டும் என்று பேசும் பொழுதெல்லாம்,  இளைஞர்களை மேம்படுத்தல் தேவையென நான் அழுத்தம் தரும்போதெல்லாம், எதிர்க்கட்சித் தலைவர்கள் என்னைக் கேலி செய்கின்றார்கள்.

     இளைஞர்கள் இன்னும் அதிக அளவில் பாராளுமன்றம் மற்றும் சட்டசபைகளுக்குத் தேர்ந்தெடுக்கப்படும் வரையில் நமது நாடு முன்னேற முடியாது எனபதை நான் வலியுறுத்த விரும்புகிறேன். சாமானிய மக்கள், இளைஞர்கள் பாராளுமன்றம் மற்றும் சட்டசபைகளுக்குத் தேர்ந்தெடுக்கப்படுவதைத் தடுக்கும் முயற்சிகளை மத்திய பிரதேச மாநிலத்தில் ஆளும் அரசினை நடத்திக் கொண்டிருப்பவர்கள்தான் செய்து கொண்டிருக்கின்றார்கள்.

          இதை நாம் மாற்ற வேண்டும். பாராளுமன்றத்தில் மற்றும் சட்டசபைகளில் இன்னும் அதிகமான இளைஞர்கள், அதிகமான பெண்கள், அதிகமான ஆதிவாசிகள் இடம்பெற வேண்டும் என காங்கிரஸ் விரும்புகிறது. அரசியலை சுத்தப்படுத்த அதிக அளவில் இளைஞர்கள் அரசியலில் சேர வேண்டுமென நாம் விரும்புகிறோம். இளைஞர்களை மேம்படுத்தாது வளர்ச்சியை நாம் அடைய முடியாது . இன்னும் அதிக அளவில் இளைஞர்களும் பெண்களும் (பாராளுமன்றத்திலும் சட்டசபைகளிலும்) சட்டம் இயற்றும் உறுப்பினர்களாக ஆனால் மட்டுமே
நம் நாடு வேகமாக முன்னேறும்.

             மத்திய பிரதேச மாநிலத்திலுள்ள இளைஞர்களுக்கு எவ்வித பிரச்சனையும் இல்லை, ஆனால், அதை ஆளும் பா.ஜ.க பிரச்சினைகளை உருவாக்குகின்றது. நாம் அக்கட்சியை ஆட்சியிலிருந்து வெளியேற்றவேண்டும்.
      இது தேர்தல் நேரம். (தேர்தலுக்குப் பின்) முதல்வராக யாரைத் தேர்வு செய்தாலும் , இங்கு ஒரு காங்கிரஸ் அரசு உருவாகப் போகின்றது என்று நான் உங்களிடத்தில் சொல்ல விரும்புகிறேன். அந்த அரசாங்கம் மக்களை மதிக்கும். அதற்கு நான் உத்திரவாதம் . உங்கள் உரிமைகளுக்காகப் போராடுவோம், உங்கள் கனவுகளை நனவாக்குவோம். மீண்டும் வளர்ச்சி பாதையில் இந்த மாநிலத்தை நாங்கள் கொண்டு வருவோம்.

       The huge cheers I am hearing now, is the voice of the youth in Madhya Pradesh and I want this to be heard on November 25^th. BJP must hear this.  These youth ask some questions. When will the youngsters in MP get jobs?  Scindia ji was just telling me that lots of MOUs were signed by the BJP Government here.

MOUs worth about one lakh crore of rupees were signed by the BJP here and the amount of materialisation is Zero. It has been the habit of BJP to sign agreements but do nothing thereafter. No one here got any benefit out of these MOUs. Further, the factories which were running good here also were shut down.

         There are two types of government. Every govt talks about development. We also do so. But the BJP government doesn’t understand one important thing. It is better they also listen to this. This road is not of just roads and flyovers. This is the land of the poor, aam aadmi and women. BJP talks about development but does not talk about the people who put in their hard work for development. It does not talk about their hunger and the jobs for the youth.

         BJP talks about roads. Let me tell you from records that while NDA built 2650 kms of roads in five years, the Congress-led UPA constructed 9570 kms in the last 5 years.  But we do not talk only about roads. We are committed for development but we are also concerned for the poor here when they are hungry and when they are not able to get jobs.

          We changed the concept of development in the past ten years. We have initiated a process of granting rights to the people. It is because the Congress ensured right to jobs and as a result crores of rural poor are now able to get job. The advocates of ‘Shining India’ will never understand this.

          Who enacted Food Security Law? It is the Congress who gave you right to food. For the first time of our history, we ensure that no one will live hungry in our country. But BJP tried to block it. Whenever we initiate any pro-poor measure, BJP raises one question. It asks from where we will have money for it or they allege that we are wasting the money. For BJP, working for the benefits of the poor is waste of funds.

        BJP leaders roam around the country and talk loud about corruption. But what is happening in Madhya Pradesh?  Madhya Pradesh is a university of corruption. BJP has started a university of corruption in this state and it is still running.

       When we discussed Land Acquisition Bill, BJP tried to block it., But when the lands of poor farmers were grabbed, it never asked anything. BJP govt forcibly grabbed poor farmers’ and adivasis’ lands without any hassle. But we brought a new law to prevent such forcible grabbing.

       Now no one can grab the lands of poor easily. The Land Acquisition Bill ensures 4 times the market price for the land acquired. All the people related to the lands whether they are chaaiwalahs or labourers, will be benefitted. This is called aam aadmi government. We want to form such a government in Madhya Pradesh too.

      I value respect more than development. Respecting the people, the poor, the downtrodden are more important for me. But the BJP government here does not respect its people. We cannot achieve development without respecting the people.

     You know the stampede tragedy took place recently in your state at Datia. I will be going there.. Your Chief Minister did not go there. That is not the case. Such an incident had happened in 2006 also, at the same place. I was told that a similar incident occurred earlier, in 2006, at the same place. It means the government did not respect the people who died in 2006, and they do not respect the people who died here Sunday.

      It is the responsibility of the government to respect its people, irrespective of caste, creed or religion. Their voices must be heard. Whenever I talk about opening the doors of the politics for aam aadmi, whenever I stress for the need of empowering the youth, the leaders of opposition make fun of me.

        I want to reiterate that our country cannot progress until more and more youth get elected to Lok Sabha and Assemblies.  There are attempts from the same people who run a government in Madhya Pradesh to block the aam aadmi, youth from entering Parliament and Assemblies.

       We must change this. We want more youth, women, Adivasis in Parliament and Assemblies. We want more youth to join politics to cleanse the system. We cannot achieve development without empowering the youth. Our country will surge ahead fast only if we have more youth and women as lawmakers.

       There is no problem with the youth in this state but it is the BJP which runs the state is creating problems. We must throw it out.

          This is election time. I want to tell you that Congress is going to form a government here, whoever the Chief Minister would be. That government will respect the people.  I guarantee that. We will fight for your rights and to make your dreams come true. We will again bring the state into the track of development.
